Designed in 1934, the Kawasaki Ki-10 was an attempt to make a fighter that could compete with the British Hawker Fury and the American P-26 Peashooter. The first prototype was completed in March of 1935, with the Ki-10-I going into production in December of 1935. The type was continually improved, with different versions being produced or tested until production ceased in November 1937. The Ki-10 saw service in Japan, Formosa, Korea, and Manchukuo, and participated in combat operations in China and Manchuria during the second Sino-Japanese conflict. By the time World War II started the Ki-10 had been relegated to training and other auxiliary duties. Allied intelligence assigned the Ki-10 the codename of "Perry", as they believed the type to still be in front-line use; however, the type was only occasionally encountered over China.
